The modem has to be bridged before connecting to a router since applications like VPN, P2P, and remote management require a public IP Address on the router WAN port for a successful connection.

As others have said, if you want to use the Armor or Circle features on the Orbi, that requires using the Orbi in router mode, and the modem/router in bridge mode. You are correct in that the Deco needs to be setup as a router first, then the mode can change. In your case if you want the Deco in AP mode do this: modem ----- router ----- deco -Connect your router back into the modem like you had it before you got the Deco.-Ccnnect one of the Deco units to one of the LAN ports of your router.
